These countries in voting at the UN or other gestures of solidarity, will frighten few in the Caribbean, given the current crisis situation. At best, it will be presented as a "diversification of dependencies". The protests of July 11, 2021 had many meanings for Cuban society. It has also had them for the world of law. The government gave a punitive legal-political response to the mostly peaceful demonstrations that took place in dozens of cities in the country -with long prison sentences- that has shaken the precarious legitimacy that legality and the rule of law preserved in Cuba. The welcome in 2019 to a Constitution Country Email List with human rights, constitutional supremacy, a socialist rule of law, consecration of habeas corpus and rules of due process, could lead one to believe that the response to situations such as those Country Email List presented by the protests of July 11 and 12 2021 would find different legal forms . However, the Cuban government's reaction left no room for prudence or moderation. Cuban law, suffocatingly tied to specific ideological and political guidelines other than those informed by the Constitution Country Email List and ethics, could not resolve —neither scientifically nor technically— the legal dilemmas arising from those days. All national legal systems, regardless of the Country Email List country, have been produced by an apparatus of state power and have political and ideological burdens. The law is not declared, then, independent of a political machine. But its Country Email List legitimacy depends, without exception, on the fact that it itself produces the limits of the intervention of the State and of the governments that follow one another, both in the performance of legality and in the administration of justice. Cuban law is, therefore, that of the socialist state ; at least that of the Country Email List State that emerged from the 2019 Constitution : a right of the liberal reform of the Cuban economy , never completed, and of the reform of democracy, never begun.
